Elle s’interroge sur les lignes de forces comme sur les points faibles, en se penchant notamment sur l’état du marché du travail et la qualité de l’investissement public au niveau national. Tout en soulignant les réformes structurelles déjà engagées, l’OCDE appelle à amplifier les efforts et les maintenir dans la durée, afin de répondre aux aspirations des Français soucieux d’égalité et de préserver la compétitivité nationale soumise à rude épreuve dans un climat commercial tendu. L’OCDE énonce ainsi plusieurs recommandations, notamment pour ce qui concerne le marché du travail et l’investissement public, toujours en vue d’une croissance propre à améliorer la situation de tous. Le diagnostic ainsi que les recommandations étaient présentés par Pierre Beynet, Antoine Goujard et Pierre Guerin de l'OCDE.
