La remise en place de contrôles aux frontières dans de nombreux pays européens change les conditions de mobilité et d’échanges au sein de l’Union européenne. La Commission européenne dénombre 1,7 millions de travailleurs frontaliers et 57 millions de mouvements de transports routiers transfrontaliers annuels qui pourraient être impactés. L’agence de notation Moody’s estime que « l’imposition de contrôles frontaliers temporaires dans certains lieux de l’espace Schengen crée déjà […] de longs embouteillages et des coûts croissants pour un certain nombre d’entreprises ».
La réunion aura pour objet de faire un état des lieux des contrôles aux frontières en Europe, d’évaluer les impacts sur les zones frontalières et de réfléchir aux différents scénarii permettant un équilibre entre gestion des flux migratoires, sécurité intérieure et entrave à la libre circulation au sein de l’UE.
